Saudi Gazette report
RIYADH —Saudi Arabia’s Construction Cost Index recorded an increase of one percent in November 2025 compared with the same month last year. This increase was driven by one percent increases in both residential and non-residential construction costs, according to the data released on Monday by the General Authority for Statistics (GASTAT).

The monthly Construction Cost Index survey results showed price stability in November 2025 compared with the previous month. This is primarily due to stable construction costs in both the residential and non-residential sectors.

The annual rise in the construction cost was driven by a 1.5 percent increase in labor costs and a 1.3 percent increase in equipment and machinery rental prices. Energy prices also increased by 9.9 percent, while the cost of basic materials saw a slight increase of 0.2 percent, due to a 1.4 percent rise in cement and concrete prices and a 1.1 percent increase in raw material prices.

The report also indicated one percent increase in the non-residential construction cost index during November 2025, compared to the same month of the previous year. This increase was attributed to a 1.2 percent rise in equipment and machinery rental prices, driven by a 1.6 percent increase in equipment and machinery rental prices with an operator, along with a 1.1 percent rise in labor costs.

It noted that energy prices rose by 9.9 percent and the cost of basic materials increased by 0.3 percent, driven by a 2.5 percent rise in timber and carpentry prices and a 1.4 percent increase in raw material prices.

The Construction Cost Index bulletin is part of GASTAT’s ongoing efforts to develop statistical products for vital sectors and provide a reliable and effective reference with accurate estimates to support decision-making by contractors, real estate developers, and relevant entities. These efforts contribute to drawing a clear roadmap for residential and non-residential construction projects in the building and construction sector.
