RIYADH — The Musaned Platform, under the Ministry of Human Resources and Social Development (MHRSD), recorded tangible progress in digital and technical performance, achieving a satisfaction rate of 95.86 percent, topping the Beneficiary Satisfaction Index among 39 other platforms during the year 2024. This was revealed in the Digital Experience Maturity Index, prepared by the Digital Government Authority.
The MHRSD reviewed the key achievements of the Musaned Platform in 2024, which contributed to the development and improvement of the domestic worker recruitment sector, achieving numerous positive indicators that benefited beneficiaries, both employers and workers. The platform launched more than 25 new services, in addition to achieving first place in the Kingdom in the 2024 Beneficiary Satisfaction Index issued by the Digital Government Authority. The ministry's efforts also contributed to reducing recruitment costs, reflecting its commitment to developing the support worker sector in the Kingdom.
More than 15 existing digital services were also developed and improved, helping to simplify procedures and improve service efficiency. As part of enhancing technical integration, new channels for wage transfers have been added such as Alinma Pay, Enjaz Wallet, Mobily Pay, and Neo Wallet, to provide reliable and multiple payment options that meet users' needs.
The platform posted record numbers in terms of contracts and CVs submitted, with 852,660 new contracts and 1,214,259 CVs for support workers. The number of business owners interacting with the platform exceeded 4,048,420 users, while the number of beneficiaries of the insurance service reached 662,700 employers and support workers.
As part of developing the external recruitment process, employment and training were governed. All contracts signed for recruited workers during 2024 were documented. The recruitment period was reduced by more than 40 percent compared to 2023, and 133,189 users benefited from the service transfer service. In an effort to enhance the user experience and provide more flexible solutions, the platform launched more than 25 new services, most notably the contract insurance service, which has exceeded 800,000 contracts with the participation of more than 10 insurance companies.
This is in addition to the competitive airline ticket booking service, which has contributed to reducing recruitment costs and shortening arrival times. The domestic worker interview service was also launched, allowing employers to select suitable workers, in addition to offering various packages for hiring domestic worker services, and developing the Musaned portal for special services.
The platform enabled the transfer of services without the need for employer approval, in accordance with regulations for improving contractual relationships. The Musaned launched training and qualification programs for workers, including five training programs in various fields, in cooperation with 20 training centers. A number of workers were trained during the pilot phase.
Within the framework of enhancing international cooperation and expanding the scope of recruitment, the number of countries sending domestic workers increased to more than 30 in 2024. A higher ceiling was also set for recruitment from specific countries, such as Ethiopia, Bangladesh, Sri Lanka, Kenya, Uganda, and the Philippines.
The ministry previously announced the addition of new countries to the list of countries available for recruitment, including Tanzania and Gambia, bringing the total number of countries available to recruit to 32 worldwide. The ministry affirms its ongoing commitment to improving and developing its platforms, including the Musaned platform, which aims to develop the support labor sector in the Kingdom and provide advanced digital services that contribute to facilitating procedures and improving the beneficiary experience.
This is in line with the latest technologies and enhances digital integration, achieving the goals of Saudi Vision 2030 to build an integrated digital society and provide distinguished government services that meet the needs of citizens and residents.
It is noteworthy that Musaned is the official platform of the Ministry of Human Resources and Social Development for household services and home employment program, which came into being in 2016. It is one of the initiatives of the ministry to develop the recruitment sector in the Kingdom. Musaned provides multiple services to improve and facilitate the recruitment journey, and to resolve complaints and disputes that may occur between the contracting parties, in addition to protecting their rights.
