Russian balloons over Kyiv in new wave of attacks
KYIV — Ukraine’s army has said Russia fired 36 cruise missiles on Thursday, a day after six apparently radar-reflecting balloons were spotted over Kyiv. The missiles fired from land and sea killed a woman and hit critical infrastructure, officials said.Ukraine noted there had been a change in Russian tactics, in an apparent reference to the balloons above Kyiv. Most of the balloons were shot down, Kyiv’s military said, adding that they were being propelled by wind power.Images circulating on social media show an unsophisticated design, with a radar-reflecting, cross-shaped structure trailing under the balloon suspended by a line.Balloons with reflectors have also been spotted over the eastern region of Dnipropetrovsk in recent days.“These objects could carry radar reflectors and...

High Representative Josep Borrell said the EU sanctions on Russia were like a “slow-acting but certain poison.”
Keeping EU unity over the Ukraine war ‘has not always been easy,’ Borrell admits
STRASBOURG — Forging and maintaining political unity among the 27 members of the European Union in order to stand up together against Russia’s illegal and brutal invasion of Ukraine “has not always been easy,” Josep Borrell, the bloc’s foreign policy chief, has admitted. His comments were a reflection on the unprecedented and radical measures the EU has taken over the past year, many of which entailed prolonged, heated and down-to-the-wire negotiations.“It hasn’t always been easy, but so far we have managed” to keep unity, Borrell told Euronews on Wednesday after addressing the European Parliament in Strasbourg.“Some (member states) complained, others disagreed, but in the end, we maintained the unity we needed.”Until now, the EU has slapped the Kremlin with nine...

Can ‘earthquake diplomacy’ help NATO membership chances for Sweden and Finland?
BRUSSELS — In the hours after two massive earthquakes hit southern Turkey, the well-oiled wheels of humanitarian assistance started turning in Sweden and Finland. The Nordic nations are locked in something of a stalemate with Ankara over their NATO memberships — as Turkish President Recep Tayyip Erdoğan holds up the process, demanding that Stockholm and Helsinki meet strict criteria before moving forward with ratification. So could ‘earthquake diplomacy’ soften Turkey’s stance towards the NATO applicants? It’s worked before in the region.Back in 1999 a powerful quake hit near the Turkish city of İzmit, and the Greeks were among the first to respond with aid, despite decades of enmity between the two neighbors.A few months later when a magnitude 6.0 earthquake hit Athens, the...

BRUSSELS — The 10th package of European Union sanctions against Russia will ban exports of critical industrial goods worth €11 billion, blacklist propagandists and, for the first time ever, target entities linked to Iran’s Revolutionary Guard Corps for aiding the Kremlin to wage war on Ukraine.“Putin is not only waging a brutal war on the battlefield but he is also viciously targeting civilians,” European Commission President Ursula von der Leyen said while announcing the proposal on Wednesday morning. “The aggressor has to pay.”It comes as NATO warns that a major new Russian offensive is already underway in eastern Ukraine, with the city of Bakhmut enduring relentless artillery fire. The Commission’s proposed exports ban will cover electronics, specialized vehicles, spare...

EDINBURGH — Scotland’s longest-serving first minister, Nicola Sturgeon, has announced her intention to resign, saying that part of serving in politics is knowing when it is time to make way for someone else.Speaking at a news conference at her official residence in Edinburgh, Bute House, Sturgeon said she wrestled with the decision, but that the pressure of the job was relentless and that she is a human being as well as a politician.Sturgeon, who has led the country’s devolved government and the Scottish National Party for eight years, has faced months of controversy over a law that makes it simpler for people to change their gender on official documents. The decision caught political observers by surprise, despite the ongoing controversy over the gender recognition measure.
