Riyadh issues over 60,000 White Land Fees invoices in first billing cycle of 2026

RIYADH — The Ministry of Municipalities and Housing has begun issuing more than 60,000 invoices for White Land Fees in Riyadh, marking the first billing cycle for 2026 under the White Land Fees and Vacant Properties Program.

The annual fees, imposed on undeveloped vacant land within urban areas, are part of broader directives issued by Crown Prince Mohammed bin Salman to regulate the real estate market and ensure a better balance between housing supply and demand.

The ministry said the issuance follows the completion of all regulatory and technical requirements and is being implemented in line with the White Land Fees and Vacant Properties Law and its executive regulations.

The fees apply to approved geographic zones and designated land categories within a framework aimed at ensuring fairness, transparency, and market efficiency.

Under the program, landowners subject to the fees are required either to pay the assessed amount or to commence development of their land within one year from the invoice date. Grace periods are available for owners who demonstrate a serious commitment to development.

The ministry also confirmed that landowners have the right to object to issued invoices within 60 days of notification.

Objections will be reviewed by the competent committee, which must issue a decision within 60 days of submission.

Failure to comply with payment requirements may result in penalties of up to 100 percent of the original fee value.

Affected landowners were urged to review their invoices through the White Land Fees and Vacant Properties online portal and to take advantage of available services that support faster development.

The ministry highlighted the role of the Itmam Developers Services Center, which provides direct assistance by facilitating licensing, accelerating approvals, and coordinating with government entities to help landowners complete projects within approved regulatory frameworks.

The White Land Fees program is expected to accelerate urban development in Riyadh by discouraging land hoarding, increasing land supply, and promoting more efficient use of infrastructure.
