RIYADH — The Council of Economic and Development Affairs (CEDA) reviewed the report of the Ministry of Economy and Planning that highlighted Saudi economy’s resilience and ability to adapt to global economic changes.
The CEDA meeting, held via video conference on Monday, examined the ministry’s monthly report, which included updates on the global economy and its performance forecasts for the coming period, along with a comprehensive overview of key national economic indicators. The report highlighted the resilience of the national economy and its ability to adapt to global economic changes, supported by accelerated GDP growth, improved activity in the non-oil private sector, increased industrial production levels, and a stable inflation rate of 2.2 percent.
The Council also reviewed the quarterly report submitted by its Strategic Management Office regarding the performance of the Kingdom's Vision 2030 programs and national strategies for the third quarter of the year 2025. The report reviewed the progress made in implementing the Vision and its executive programs, achieving its strategic objectives, and analyzed the performance indicators and achievements of the national strategies. It noted the continued progress across the three pillars of the Vision: a vibrant society, a thriving economy, and an ambitious nation.
The report also highlighted the enhanced contribution of non-oil sectors, which was reflected in the GDP growth during the third quarter of this year. Furthermore, the report addressed ongoing efforts and future aspirations for the third phase of the Vision, which focuses on consolidating achievements and ensuring the sustainability of its impact.
The Council reviewed a presentation from the National Center for Performance Measurement of Public Entities (ADAA) regarding the performance report of public entities for the third quarter of 2025. The presentation covered efforts to support and empower government agencies to achieve their objectives, the overall performance results of ministries and government agencies, national and regional strategies, work on measuring beneficiary satisfaction with government services, understanding the beneficiary experience, and future aspirations and steps. The presentation indicated the continued positive performance of government agencies in achieving the targets of the Kingdom's Vision indicators.
The Council discussed the presentation from the National Center for the Development of Non-Profit Sector regarding the sector's performance, its social and economic impact, and the most prominent challenges and proposed solutions. It also reviewed the draft National Strategy for the Non-Profit Sector, which aims to promote the non-profit concept as a business model that enhances efficiency and maximizes benefits, in addition to increasing the sector's contribution to the GDP and the number of employees.
The presentation included a comprehensive analysis of the sector's current situation, a benchmarking study, the identification of strategic objectives, and current and future governance frameworks. This will contribute to achieving the sector's aspirations and ambitions and keeping pace with the qualitative and historical transformations it is witnessing, with the support and attention of the wise leadership.
The Council also followed up on several procedural matters, including the draft Public Education Law, the draft Consumer Protection Law, the draft regulations for the National Falconry Center and its financial sustainability plan, the second phase of implementing the Universities Law, the annual report of the General Auditing Bureau, and the report of the General Authority for Competition regarding the restaurant delivery platform market and the challenges and solutions related to the education of people with disabilities.
The Council was also briefed on the quarterly report of the Standing Committee for Price Control, the monthly executive summary of foreign trade, summaries of the monthly consumer price index and wholesale price index reports, and the underlying reports on which these summaries were based. The Council then adopted the necessary decisions and recommendations regarding these topics.
