Saudi–US partnership: Nine decades of strategic ties and shared interests

For nearly nine decades, the relationship between Saudi Arabia and the United States has stood as one of the world’s most consequential bilateral partnerships—shaped by global wars, energy security, shifting geopolitical landscapes, and an evolving alignment of economic and strategic interests.

What began as a simple oil concession in the 1930s grew into a wide-ranging alliance marked by resilience, high-level diplomacy, and mutual recognition of each nation’s role in regional and international stability.

The current visit of Prince Mohammed bin Salman, Crown Prince and Prime Minister, to the United States at the directive of Custodian of the Two Holy Mosques King Salman and at the invitation of President Donald J. Trump, comes at a moment that once again places the historic partnership under global attention.

It is the latest chapter in a relationship that has helped shape regional security, global energy markets, and the wider international order for generations.

Foundations of a Strategic Partnership

Saudi–US relations trace their origins to 1933, when King Abdulaziz bin Abdulrahman Al Saud granted an oil concession to California-based Standard Oil (SOCAL).

The partnership was commercial at first, but the discovery of oil in 1938 transformed it into something far more significant. Suddenly, the Kingdom held the world’s largest proven oil reserves, while the United States emerged as the world’s leading industrial power—setting the stage for cooperation built on shared strategic interests.

The defining moment came on February 14, 1945, when King Abdulaziz and President Franklin Roosevelt met aboard the USS Quincy in the Suez Canal.

The meeting laid the groundwork for a strategic understanding: the United States recognized Saudi Arabia’s central role in energy and regional stability, and the Kingdom viewed Washington as its most capable long-term partner.

For decades afterward, the fundamentals of that understanding held firm, regardless of leadership changes in either country.

Through Cold War politics, regional conflicts, oil market shifts, and global diplomatic realignments, the two nations continued to see each other as essential partners.

Security, Stability, and Global Impact

In the post–World War II era, Middle East stability became a central pillar of international politics.

The Saudi-US relationship expanded proportionately, particularly in defense cooperation and intelligence coordination.

The United States became a key supporter of the Kingdom’s military development, while Saudi Arabia played a stabilizing role during periods of regional volatility.

From the oil market turbulence of the 1970s to the challenges of the post-Cold War era, the two countries found common ground in maintaining global economic stability. Saudi Arabia’s leadership within OPEC and the G20 ensured that energy policy remained coordinated with broader international objectives.

Counterterrorism cooperation deepened significantly after 2001, as Riyadh and Washington aligned efforts to confront extremist threats and dismantle networks targeting both nations.

The partnership expanded to include intelligence sharing, border security, and major reforms that strengthened the Kingdom’s ability to address global security challenges.

Economic Expansion and New Sectors of Cooperation

Economic relations have grown steadily over the decades. Between 2013 and 2024 alone, Saudi-US trade reached nearly $500 billion.

In 2024, trade totaled $32 billion, covering metals, chemicals, machinery, and agricultural products.

Meanwhile, the United States remains a primary investment destination for Saudi Arabia’s Public Investment Fund (PIF), which places around 40% of its global portfolio in the American market.

American companies—more than 1,300 of them—operate in the Kingdom, supporting Vision 2030’s objectives in technology, logistics, renewable energy, and advanced manufacturing.

Energy cooperation, long a defining feature of the relationship, has expanded well beyond hydrocarbons. Today, the two countries work together in renewable energy, hydrogen production, and energy-efficiency projects.

This shift reflects the Kingdom’s broader transformation goals under Vision 2030 and Washington’s evolving approach to clean energy partnerships.

Technology and space have emerged as major pillars of the modern alliance. The Kingdom is now a key destination for American technology investments in artificial intelligence, cloud computing, and data centers, exceeding $13 billion.

Agreements in satellite development, research collaboration, and digital transformation continue to reshape the technological landscape of the relationship.

Diplomacy and High-Level Engagement

High-level visits have consistently served as milestones in the progression of Saudi-US relations.

King Salman’s 2015 visit to Washington reaffirmed strategic alignment during a time of shifting regional dynamics.

The Crown Prince’s meetings with President Trump in 2017 and 2018 strengthened cooperation in defense, economic diversification, and technology, helping lay foundations for major investments tied to Vision 2030.

In 2017, the Riyadh Summit brought together leaders from more than 50 countries, launching the Joint Strategic Vision for Saudi-US relations—a long-term roadmap for cooperation.

In 2022, the Jeddah Summit between Saudi leadership and President Joseph Biden resulted in 18 agreements across energy, defense, technology, and infrastructure.

The partnership again gained momentum in May 2025 during President Trump’s state visit to Riyadh.

The two sides signed the Strategic Economic Partnership Document, opening a new phase of joint investment.

The Saudi-US Investment Forum held in Riyadh gathered more than 2,000 officials and highlighted more than $300 billion in investment opportunities, with the countries now pursuing $600 billion in active partnerships.

Diplomatically, Saudi Arabia’s role as a bridge between regional and international perspectives was evident in the May 2025 quadrilateral meeting involving the Crown Prince, President Trump, Turkish President Recep Tayyip Erdoğan (via phone), and Syrian President Ahmed al-Sharaa.

The dialogue centered on security, reconstruction, and political stabilization—a reflection of Riyadh’s influence in shaping regional outcomes.

Human Capital, Education, and Long-Term Development

Education has long been a quiet but powerful pillar of the bilateral relationship.

The United States remains a leading destination for Saudi students, with 14,037 enrolled at American universities in 2025. Saudi doctors, researchers, and specialists trained in the US have played central roles in developing the Kingdom’s health, research, and academic sectors.

This academic exchange is part of a wider investment in human capital that aligns with Vision 2030’s goals for building a competitive, knowledge-based economy.

A Relationship Rooted in Stability

Across nearly a century, Saudi-US relations have proven resilient—shaped by shared interests rather than short-term circumstances. Energy security, economic partnership, and regional stability remain central pillars, but the relationship has broadened dramatically into new domains: technology, defense localization, clean energy, digital transformation, and advanced manufacturing.

The Crown Prince’s current visit to the United States comes as both nations navigate significant global changes.

Yet the historical foundations—mutual respect, strategic alignment, and the recognition of each other’s central roles—continue to guide the partnership forward.

As the two countries enter a new era of cooperation, their relationship remains one of the most strategically important in shaping regional stability, global security, and long-term economic growth.
