Saudi Gazette report
RIYADH — The Ministry of Municipalities and Housing has approved updated requirements for utilizing public sidewalks for commercial purposes.
These are aimed at regulating the commercial use of spaces adjacent to shops, restaurants, and cafes, ensuring smooth traffic flow and enhancing the attractiveness of urban landscapes.
The new requirements serve the purpose of achieving a balance between commercial investment requirements and the rights of road users by providing a safe urban environment that contributes to increasing street vitality without affecting pedestrian safety or impeding pedestrian movement. They also provide an organized framework that allows commercial activities to utilize sidewalks within clear boundaries, while maintaining their primary role as an open passageway serving everyone.
This regulation reflects the ministry's focus on developing public spaces in a manner that preserves urban identity and gives cities a more modern character. The requirements set precise standards for the form and limits of use, including the distribution of outdoor seating and the specifications of umbrellas, barriers, and plants that add aesthetic value to the space.
The requirements are based on several fundamental principles, most notably ensuring safe pedestrian traffic, reducing visual disturbance, and providing a clean and organized environment that takes into account the comfort of visitors and serves business owners alike.
The ministry explained that permits will be issued electronically through the "Balady" platform, facilitating procedures and providing investors with complete clarity regarding application steps and regulatory requirements.
These requirements represent a new step in the ministry's efforts to develop cities, enhance their vitality, and regulate commercial activities. This will contribute to creating a more beautiful and organized urban environment and enhance the status of Saudi cities as attractive destinations for investment and daily life.
