Trump unveils 20-point plan to end Gaza conflict, calls for demilitarization and international oversight

September 29, 2025

WASHINGTON — US President Donald Trump released a comprehensive 20-point plan aimed at ending the Gaza conflict, proposing a framework that combines hostage releases, aid delivery, transitional governance, and international security oversight.

The plan envisions Gaza as a demilitarized and terror-free zone, with reconstruction and redevelopment prioritized for its people.

Trump said the war would end immediately if Israel and Hamas accept the proposal, with Israel suspending military operations and withdrawing forces as conditions for hostage releases are met.

Under the plan, all Israeli hostages — alive or deceased — would be returned within 72 hours of Israel’s acceptance, followed by the release of more than 1,900 Palestinian detainees, including women and children.

Hamas members who disarm and renounce violence would receive amnesty or safe passage abroad.

A transitional technocratic Palestinian committee, supported by international experts and overseen by a new body called the “Board of Peace” chaired by Trump, would govern Gaza until the Palestinian Authority completes reforms to retake control.

Former UK Prime Minister Tony Blair would join the board, which would coordinate funding and governance standards.

The proposal also calls for a Trump-led economic development plan, a special economic zone with preferential trade access, and large-scale international investment to create jobs and rebuild infrastructure.

Security would be managed by an International Stabilization Force (ISF), supported by the US, Arab partners, and regional states including Egypt and Jordan.

The ISF would train Palestinian police, secure borders, and progressively take control of Gaza as the Israel Defense Forces withdraw.

The plan rules out any Israeli annexation or occupation of Gaza, stressing that Israel would only maintain a limited security perimeter until Gaza is secure from terror threats.

Trump’s proposal further includes interfaith dialogue initiatives, international guarantees to ensure compliance, and a US-led political dialogue between Israel and the Palestinians to explore a pathway to Palestinian self-determination and statehood. — Agencies
