Promote qualified employees

One of the most important amendments to the executive regulations for Human Resources is to make the efficiency of performance and productivity the basis for promotion and for receiving job benefits, rather than basing them on seniority as was done in the past. In my opinion, this is a huge step forward in the reformation of the old civil service system and the transformation of the culture of work that we need to reach the goals of Vision 2030.

The new executive regulations did not undergo major changes, but the way has been cleared to elevate and reward qualified people. Higher positions are no longer limited to certain people who inherit them based on job seniority. Instead, advancement is now related to actual efficiency and productivity, which will serve to reward employees with special skills.

The major challenge facing these new regulations is to ensure their effectiveness and fairness in evaluating criteria, so that the old way of handing over higher jobs to the longest serving employees instead of the most qualified does not happen again.

It is important to protect qualified employees from falling victim to the mood of people in authority who have the power to write evaluation reports based on their feelings rather than on established criteria. The mechanism of the evaluation and measurement of job performance should not involve opinions and emotions.

Injustice will only lead to frustration and failure. Appreciation will guarantee motivation and success.
